Zhongxiao Elementary School's site was secured in 1968, with construction contracted in late 1970 — but the project was repeatedly delayed for years because a Taipei City sanitation department vehicle-maintenance garage occupying the site was slow to relocate. Students reportedly shared the unfinished, cramped grounds with garbage trucks for a period in the mid-1970s, until the garage fully vacated in 1976. The school only reached full K–6 grade coverage by 1978, graduating its first sixth-grade class the following year. Its name — "忠孝," loyalty and filial piety — echoes the Confucian-virtue street-naming scheme (Zhongxiao, Ren'ai, Xinyi, Heping) imposed on Taipei's road grid after 1945.

忠孝國小校地於民國57年(1968年)確定,民國59年(1970年)底發包興建,惟因原址上的臺北市政府清潔隊車輛維修車庫遷移緩慢,工程延宕多年。據傳1970年代中期,學生曾在未完工、擁擠的校地上與垃圾車共處一段時間,直至民國65年(1976年)車庫才完全遷出。學校至民國67年(1978年)始達成國小六年級完整學制,翌年首屆六年級畢業。校名「忠孝」呼應1945年後台北市街道命名沿用的儒家倫理命名系統(忠孝、仁愛、信義、和平)。
