Xing'an Elementary was founded in April 1933, during Japanese rule, as “Sachi Common Elementary School.” The school passed through several name changes across the Japanese and postwar periods — from 幸國民學校 to 板橋國民學校 to 幸安國民學校 and finally today's 幸安國民小學 — making it one of the longer-established schools in the district at more than 90 years old. It continues to uphold the traditional four-character school motto “禮義廉恥” (Propriety, Righteousness, Integrity, and a Sense of Shame).
幸安國小創立於1933年（昭和8年）日治時期，初名「幸尋常小學校」。歷經日治與戰後時期多次更名——由「幸國民學校」、「板橋國民學校」、「幸安國民學校」演變至今日的「幸安國民小學」——創校至今已逾90年，是大安區歷史較悠久的學校之一。學校至今仍秉持「禮義廉恥」四字校訓。
