Touzhou Elementary was approved on September 1, 1951, as a branch class of Xinwu National School (新屋國民學校頭洲分班), with an opening ceremony held that October 3. Like several of its Xinwu peers, it began life as a branch campus splitting off from the district's central Xinwu school as the rural Hakka population grew. The school today runs a documented "認識頭洲國小" (Getting to Know Touzhou Elementary) community program connecting students with their local neighborhood.
頭洲國小於1951年(民國40年)9月1日核准設立,最初為新屋國民學校頭洲分班,同年10月3日舉行開學典禮。與新屋區其他多所學校相似,頭洲國小是隨著客家農村人口增長,從新屋中心學校分出的分校起家。學校目前推動「認識頭洲國小」社區與學校特色課程,讓學生更加認識自己所在的社區。
