Mingde Elementary was founded in 1937 during the Japanese colonial era, after local elders campaigned for a school closer to home — children previously had to walk more than 10 kilometers to reach the nearest school. Today, the school is a tiny "mini school" of roughly 30 students, a size shaped largely by population outflow caused by building restrictions in the zone surrounding Mingde Reservoir, which limited local development and drove families elsewhere over the decades.
明德國小創校於1937年(昭和12年,日治時期),起因於地方耆老奔走請願,希望能就近設校,因為此前孩童須步行超過10公里才能抵達最近的學校。如今學校已是一所僅約30名學生的迷你小學,主要原因是明德水庫周邊限建範圍造成的人口外流,數十年來限制了當地發展、迫使不少家庭遷離。
