Toucheng Elementary opened in 1898 as a branch of the Yilan Japanese-Language Training Institute (宜蘭國語傳習所頭圍分教場), becoming independent that same year as Touwei Public School (頭圍公學校) — making it the very first modern school established in Toucheng. Renamed multiple times over the following decades, the school relocated to its current site in Wuying Village in 1948 and today sits near Toucheng Old Street, carrying more than 125 years of continuous history.
