Tongluo Elementary was founded in 1899 (Meiji 32) during the Japanese colonial era as "Tongluowan Public School" (銅鑼灣公學校), making it one of the oldest schools in the township. Like many schools of its era, it was renamed multiple times through the colonial and postwar periods. Today the school's campus covers approximately 3.3 hectares and enjoys a scenic setting beside Niubei Mountain (牛背山).
