Toko University was established in 2001 as a private college — formally Toko University of Technology and Commerce (稻江科技暨管理學院) — sitting near the border of Taibao City and Puzi City on land originally belonging to the Taiwan Sugar Corporation. Over its two decades of operation it never advanced beyond college status to become a full university, offering 12 academic departments, two-year programs, and several master's programs. As Taiwan's falling birthrate steadily reduced the pool of college-age students nationwide, enrollment at Toko dwindled until only 64 students remained by 2021. The Ministry of Education approved the school's closure for the 2021 academic year, helping place its remaining students at other institutions, and Toko formally ceased operations on July 31, 2021. In November 2022, the Ministry approved the school's board to transform into a long-term care foundation under Taiwan's private-school transformation law — one of the first cases of this kind nationally — now operating as the Toko Long-Term Care Foundation (稻江長照財團法人). The former campus continues to be used for purposes including baseball spring training, and there are reported plans to redevelop the site into a "comprehensive welfare park," though this remains a forward-looking proposal.
稻江科技暨管理學院創立於民國90年(2001年),校址位於太保市與朴子市交界,土地原屬台灣糖業公司。學校經營二十年間始終維持學院層級,未曾改制為大學,設有12個學系、二專學程及數個碩士班。隨著台灣少子化持續衝擊大專院校生源,稻江在學人數逐年減少,至民國110年(2021年)僅存64名學生。教育部核准該校自110學年度起停辦,並協助安置最後在校生轉學至其他學校,學校於同年7月31日正式停止辦學。民國111年(2022年)11月,教育部核准該校董事會依私校轉型退場條例轉型為長照財團法人,成為全國此類轉型的早期案例之一,現以「稻江長照財團法人」名義運作。原校地目前部分作為職棒春訓場地使用,據報導當地政府亦有將校地開發為「綜合福利園區」的規劃,惟此仍屬未來構想,尚未定案。
