Xinsheng Elementary was founded April 1, 1961, as the 'Guye branch' of Xinqiao Elementary School with four classes, becoming independent on August 1, 1961, with six classes as Tainan County Xinying Township Xinsheng Elementary School. Its first principal, Wen Ying-lu, arrived in September 1962. The school remains a small, close-knit rural school in Guye village on Xinying's edge.
新生國小創立於民國50年（1961年）4月1日，前身為新橋國小姑爺分校，設4班，同年8月1日獨立設校，改制為台南縣新營鎮新生國民小學，設6班，首任校長溫英祿於民國51年（1962年）9月到任。學校至今仍是新營區邊緣、姑爺里的一所小型鄉村學校，社區關係緊密。
