Jiali's oldest school, born inside Jinluan Temple.
Jiali Elementary is the earliest school established in the Jiali area, founded in 1897 and renamed Xiaolong Public School that October. It moved to its current site in 1940, becoming Jiali West National School in 1941, Jiali National School from 1946 to 1947, and taking its current name in 1968. Classes were originally held in the back hall of Jinluan Temple (金唐殿) — the temple most associated with Jiali's King Boat Festival tradition — before the school moved to a permanent campus. Today it is the elementary school with the most students in Tainan's Xibei (溪北) region, with roughly 1,271 students across 55 classes.

Jiali, market town of the coastal plain.
Jiali Elementary's history is physically intertwined with Jinluan Temple (金唐殿), one of the Tainan coastal plain's most important Wangye "King Boat Festival" temples, where the school's very first classes were held. The wider district's identity is also shaped by Siraya Pingpu ancestor-spirit (阿立祖) worship in surrounding hamlets such as the former Fanzailiao (番子寮).
