East District's original "mother school."
Shengli Elementary School was founded in 1939 as "Tainan City Zhuyuan Public School" (臺南市竹園公學校), serving Taiwanese students. It was renamed Zhuyuan National School in 1941, then "Tainan City East District National School" in 1946 — reflecting the fact that it was, at the time, the only elementary school in the entire East District. It took the name "Tainan City East District Shengli National School" in 1947. As East District grew, the school added a Houjia branch campus in 1956 and a Zhuyuan branch campus in 1961 — branches that would eventually become independent schools of their own, spinning off much of the district's later elementary-school network.
勝利國小創校於1939年(昭和14年),初名「臺南市竹園公學校」,招收台籍學生。1941年改稱竹園國民學校,1946年因當時為東區唯一一所國民學校,改名為「臺南市東區國民學校」,1947年再改稱「臺南市東區勝利國民學校」。隨著東區人口成長,學校於1956年增設後甲分校,1961年增設竹園分校——這些分校日後陸續獨立設校,構成東區後續龐大的國小網絡。
