A school built for a mining community, closing when the mines did.

Shangzhi Elementary was established around 1962–1963 (sources vary), its predecessor being the private Lixing Middle School, which was acquired and converted by the Keelung City government into a public elementary school. It opened during the heyday of the local Sankeng (三坑) coal-mining industry, drawing large numbers of miners' children as students — at its peak the school reached 24 classes and nearly 1,000 students. After coal mining in the area ceased in 1975, enrollment steadily declined over the following decades. Unable to withstand Taiwan's falling birthrate, Shangzhi Elementary closed permanently on August 1, 2020, after 58 years of operation. Its remaining 14 to 21 students transferred to other schools, and its 58 years of school history and records were relocated to and are now preserved at nearby Nanrong Elementary School.

尚智國小約於民國51至52年間(1962–1963年,各方說法略有出入)創立,前身為私立勵行中學,經基隆市政府接管並改制為公立國民小學。創校時正值當地三坑煤礦業的全盛時期,吸引大量礦工子弟就讀,全盛時期曾達24班、近千名學生。1975年(民國64年)當地煤礦業停產後,學生人數逐年遞減。在少子化的衝擊下,尚智國小於2020年(民國109年)8月1日正式廢校,走過58年校史,最後僅存的14至21名學生轉學至其他學校,58年的校史文物則移至鄰近的南榮國小保存。
