Qiaocheng Elementary was built in 1959-1960 using donations from overseas Chinese communities responding to the devastating "8/7 Flood" (八七水災) of August 1959. It was one of 33 schools constructed across flood-stricken counties with these funds, and one of 31 that were named using the character "僑" (meaning "overseas Chinese") to honor the donors. The school sits in Shengxing Village, near the historic Shengxing Railway Station on the Old Mountain Line.
僑成國小是民國48至49年(1959至1960年)間,運用海外華僑對「八七水災」賑災捐款所興建的學校之一。全台在受災縣市共興建33所此類學校,其中31所以「僑」字命名以感念捐款人。學校座落於勝興村,鄰近舊山線的著名勝興車站。
