Ruisui Elementary was founded in 1937 under Japanese rule as "Ruisui Common Higher Elementary School," a school built primarily to educate the children of Japanese residents in the area. Operations briefly stopped in 1945 following the repatriation of Japanese residents after the war, resuming again in 1946, and the school took its current name in 1968. Today, over 80 years since its founding, it is designated as an Indigenous-focus school — about 45% of its students were Amis as of 2018 — and sits near the town center associated with Ruisui's famous hot springs and papaya milk.

瑞穗國小創立於日治時期昭和12年(1937年),原名「瑞穗尋常高等小學校」,最初主要招收當地日籍居民子女。1945年終戰後,因日籍居民遣返,學校一度停辦,於1946年復校,並於民國57年(1968年)定名為現名。如今建校已超過80年,學校被列為原住民重點學校,截至2018年,阿美族學生約佔全校45%,校址鄰近以溫泉與鮮奶聞名的瑞穗鎮中心。
