Ruibei Elementary began in 1960 as a branch class of Ruisui Elementary School, was elevated to a branch school in 1962, and became fully independent in 1965. Its very name, "Ruibei" — meaning "north Ruisui" — reflects its origins as a satellite campus serving families in the northern part of Ruisui Township who lived some distance from the main Ruisui Elementary campus.
瑞北國小的前身是民國49年（1960年）設立的瑞穗國小分班，民國51年（1962年）升格為分校，民國54年（1965年）正式獨立設校。校名「瑞北」——意即「瑞穗之北」——正反映出其最初作為衛星校區的定位，服務居住於瑞穗國小主校區以北、距離較遠的家庭。
