Qixin Junior High was founded in 1977 as the Baisha (白沙) branch campus of Tongxiao Junior High, becoming an independent school in 1981. Its name, "啟新," combines one character each from its two feeder elementary schools, Qiming and Xinpu. The school serves students largely from farming, fishing, and factory-worker families in the Baishatun area.
啟新國中於1977年(民國66年)以通霄國中白沙分校形式創立,1981年(民國70年)獨立設校。校名「啟新」取自啟明國小與新埔國小兩所母校校名各一字組合而成。學校學生大多來自白沙屯地區的農漁業與工廠工作家庭。
