Qiwen Elementary was founded in 1961, after a preparatory committee formed in Qinghua Village and the school was approved that September as a branch of Xinwu Elementary School. Located on Xinwen Road in Qinghua (清華) Village, it has served as a small neighborhood school on the periphery of the Xinwu town center ever since, founded to spare local Hakka farming families the walk to the district's central elementary school.
啟文國小創立於1961年（民國50年），由清華里地方人士組成籌備委員會，同年9月核准設立，最初為新屋國民小學的分校。校址位於清華里新文路，長年以來作為新屋鎮中心邊緣的小型社區學校，服務當地客家農村子弟，免除他們長途跋涉至新屋中心地帶就學的不便。
