Qingjiang Elementary was founded on September 21, 1962, under the Yangmingshan Administration, with Wang Bao-zhen as its first principal; a formal founding ceremony followed on February 13, 1963. The school opened with just 5 classrooms, 5 classes, and 283 students on a 2,711-ping campus. By 1968, after additional land purchases, the campus had grown to 4,967 ping, reflecting the rapid growth of the surrounding community.
清江國小創校於民國51年（1962年）9月21日，隸屬當時的陽明山管理局，首任校長為王保真；正式創校典禮則於民國52年（1963年）2月13日舉行。學校創校初期僅有5間教室、5個班級，學生283人，校地面積2,711坪。至民國57年（1968年），經多次購地擴充，校地已增至4,967坪，反映周邊社區的快速發展。
