Qingcao Elementary broke ground in August 1981, in the northwest corner of Tucheng, right beside the mouth of the Zengwen River (曾文溪), surrounded by farmland. The school takes its name from neighboring Qingcao Village, flanked by Shalun Community to the east and Qingcao Village to the west, and official materials describe it as a quiet, green campus with abundant birdlife amid the surrounding farmland.
青草國小於1981年（民國70年）8月動工興建，位於土城西北角、曾文溪出海口附近，四周環繞農田。校名取自鄰近的青草里，東鄰砂崙社區、西接青草里。校方資料形容此校為一所寧靜、綠意盎然、鳥類生態豐富的校園，坐落於一片農田之中。
