Xinnan Elementary opened in 1969 and has long been described as a typical rural school with a strong, close-knit village community. After its north teaching and administration building — in use for more than 47 years — developed structural safety concerns, the county secured nearly NT$49 million from the Ministry of Education for a full reconstruction project, plus additional funding for a new semi-outdoor sports court, giving the school a modern campus while it continues to serve its farming community.
新南國小創校於民國58年（1969年），素以典型的鄉村學校與緊密的社區情誼著稱。校內使用逾47年的北棟教學行政大樓因結構安全疑慮，縣府向教育部爭取近新台幣4,890萬元進行老舊校舍重建工程，並加碼興建新的半戶外球場，讓學校以嶄新面貌持續服務在地農村社區。
