Mingli Elementary serves Mingli Village, one of Fuli Township's least-populated communities, with settlement records dating back to 1875. Known in the Qing dynasty era as "Lixing" or "Lixiang," the settlement was renamed "Mingli" during the Japanese colonial period. Historically, the village was home to a mix of Hoklo, Hakka, and Siraya Plains Indigenous peoples who once prospered together through tobacco cultivation. The school itself is inferred to have been founded around 1963, based on a 60th-anniversary celebration reported in 2023.
明里國小服務明里村，是富里鄉人口最少的聚落之一，聚落紀錄可追溯至光緒元年（1875年）。清代稱之為「里行」或「里巷」，日治時期改稱「明里」。歷史上，這個村落曾是福佬人、客家人與西拉雅平埔族原住民混居之地，昔日因種植菸葉而共同繁榮。根據民國112年（2023年）所報導的建校六十週年慶祝活動推算，學校約創立於民國52年（1963年）左右。
