Wenhua Elementary was founded in 1997 in Miaoli City, making it one of the newer public elementary campuses in the county seat. The school's motto emphasizes character, academics, independence, and proactive engagement, shaping a whole-person approach to education. Since 2019, Wenhua has maintained a sister-school relationship with Ganggu Elementary School in South Korea, giving students a rare cross-border connection for a school of its size. 文華國小創校於1997年（民國86年），是苗栗市內較新設立的公立國小之一。學校校訓強調品德、學業、自主與積極進取，致力推展全人教育。自2019年起，文華國小與韓國江邱國小（Ganggu Elementary School）締結姊妹校情誼，為這所規模不大的學校帶來難得的跨國連結。2018年成立的學生棒球隊，也成為地方引以為傲的特色隊伍。
