Longsheng Elementary began in 1977 as an internal branch class of Wulun Elementary, serving the Neiliao neighborhood as "內寮分校." It became a fully independent school in August 1992 under founding principal Hu Yingjian, starting with just six classes. Between 1995 and 1999, a new 16-classroom building was constructed as the school rapidly expanded from six to eighteen classes, reflecting steady growth in the surrounding community.
隆聖國小於民國66年(1977年)以武崙國小內寮分校的形式起步,服務內寮地區的學童。民國81年(1992年)8月正式獨立設校,首任校長為胡英健,創校初期僅有6個班級。民國84至88年(1995-1999年)間,因應班級數由6班快速成長至18班,學校興建了一棟16間教室的新校舍。
