柳營國小創立於明治35年（1902年），原為「鹽水港公學校查畝營分校」，明治41年（1908年）獨立設校為「查畝營公學校」，大正10年（1921年）4月24日更名為「柳營公學校」，昭和16年（1941年）改稱「柳營國民學校」，民國57年（1968年）改為現名。學校創校逾120年，是臺南市官方認定的「百年老校」之一。校訓強調「傳承、創新、幸福、卓越」，並以培育21世紀世界公民為使命。
