Xinguang Elementary School began planning in 2000 and opened in August 2002 at the intersection of Huaxia and Zengzi Roads, in Zuoying's Aozihdi (凹仔底) area — a fast-growing new business and high-rise district near the Kaohsiung Arena. Because its own campus was not yet ready, the school borrowed facilities from nearby Shengli Elementary School until 2003.
新光國小自民國89年（2000年）開始籌備，民國91年（2002年）8月創校，校址位於華夏路與曾子路交叉口，正處於左營快速發展的「凹仔底」新興商業與高樓大廈聚集區，鄰近高雄巨蛋。由於自有校舍尚未完工，學校創校首年借用鄰近的勝利國小校舍，直至民國92年（2003年）才遷入自有校區。
