Ruixiang Elementary School was approved for preparation in March 1980, established to relieve overcrowding at Ruifeng Elementary and Ruifeng Junior High as Cianjhen's student population continued to swell. Its campus sits near Banchao Road, part of a cluster of Cianjhen streets and schools named for classical Chinese historical figures — in this case, Han-dynasty general Ban Chao.

瑞祥國小於民國69年(1980年)3月奉准籌設,設校目的為紓解瑞豐國小與瑞豐國中日益增加的學生人數壓力。校址鄰近班超路,屬於前鎮區以中國古代歷史人物命名街道與學校群聚之一——班超路即紀念漢代名將班超。
