Founded to solve a flooding hardship.
Nan'an Elementary School was founded on September 1, 1953, as a branch campus of Mituo National School, created specifically to serve children in the remote coastal villages of Nanliao and Lutai, where seasonal flooding made the daily trip to central Mituo dangerous. It became fully independent exactly a year later, on September 1, 1954. The school's first incoming class numbered 82 students, taught in a single classroom, with some early lessons held partly in a local temple.

Born from Mituo's low-lying coastal geography.
