Fushan Elementary School opened on August 1, 1999, taking its name from nearby Banping Mountain (半屏山), the flat-topped limestone landmark that dominates Zuoying's skyline. The school quickly became overcrowded as the surrounding area developed, directly leading to the founding of Fushan Junior High School in 2001 and nearby Wenfu Elementary School soon after — making Fushan a starting point for a small chain of new schools in the district.

福山國小於民國88年(1999年)8月1日創校,校名取自鄰近的半屏山——這座平頂石灰岩地標主宰著左營的天際線。隨著周邊地區快速發展,學校很快面臨就學人數過多的問題,直接促成民國90年(2001年)福山國中的設立,以及後續鄰近文府國小的成立,福山國小可說是左營一連串新設學校的起點。
