Fenglin Junior High was founded in 1979, the same year that Siaogang Township was formally annexed into Kaohsiung City. The school has been nicknamed the “Cape of Hope School” (海角希望學園) for its administrative role in the resettlement program tied to Honggang (紅毛港), the historic fishing village whose community was relocated to make way for Kaohsiung's port and steel-industry expansion. Its own name, “鳳” (phoenix), echoes the historic Fongbitou and Dalinpu coastal villages that were themselves relocated for the same industrial development.

鳳林國中創立於民國68年(1979年),正是小港鄉正式併入高雄市的同一年。學校因協助安置紅毛港遷村計畫相關學生,而有「海角希望學園」之稱;紅毛港是為了配合高雄港與臨海工業區擴建而遷村的歷史悠久漁村。校名中的「鳳」字,亦呼應了同樣因產業擴建而遷村的鳳鼻頭與大林蒲等沿海聚落歷史。
