Zhongzheng Elementary was originally founded in 1923 as "Keelung Second Ordinary Elementary School" (基隆第二尋常小學校) under Japanese rule. The campus was built on reclaimed land at Sansha Bay, filled in from a gully northeast of what is today Mazhou Lane, and sits on the east side of Keelung Harbor. Enrollment once exceeded 4,000 students but has declined along with population outflow from the district. Today the school also serves as Keelung's Special Education Resource Center.
中正國小前身為大正12年(1923年)日治時期創立的「基隆第二尋常小學校」。校地建於三沙灣填築地,該地原為媽祖廟巷東北側一處溝谷填平而成,位於基隆港東岸。學校在校生人數一度超過4,000人,隨著地區人口外流而逐漸下降。如今學校也是基隆市特殊教育資源中心所在地。
