Zhonghua Elementary was originally founded in 1947 as a company school for the children of workers at the Taiwan Fertilizer Corporation's No. 1 Plant (台肥一廠子弟學校). It was converted into a public "substitute" elementary school in 1950 under the name 台肥代用國民小學. Rooted more in Keelung's industrial history than its fishing heritage, the school today also operates as a bilingual elementary school.
中華國小創立於民國36年(1947年),原為台灣肥料公司第一廠員工子弟而設的「台肥一廠子弟學校」。民國39年(1950年),學校轉型為公立「代用」國民小學,稱「台肥代用國民小學」。相較於基隆的漁業文化,本校的根源更貼近城市的工業發展史;如今學校也是一所雙語國小。
