Kaixuan Junior High began with a preparatory office established on August 1, 2003, and was formally named and approved in 2006, enrolling its first students that school year. The school was built specifically to serve the new County Government Center district (縣政中心), an area planned to house roughly 12,000 residents, making it one of the newest and most recently established junior high schools in Yilan City.
凱旋國中籌備處成立於2003年8月1日,於民國95年(2006年)正式核准命名,並於當學年度開始招生。學校興建的目的是服務新開發的「縣政中心」地區,該地區規劃容納約12,000名居民,使凱旋國中成為宜蘭市最新設立的國中之一。
