Jiazhong Elementary began in September 1953 (民國42年) as a branch class of Hejian (賀建) Elementary called "甲中分班," expanding into a full branch campus in 1954 and becoming an independent school in August 1957 (民國46年); it was renamed 甲中國民小學 in 1968. Because it draws students citywide rather than from a fixed catchment, it is classified as a "free enrollment" (自由學區) school — one of several small Xiaying elementary schools that trace their origins back to larger parent schools in the district's farming villages, a pattern typical of how rural Tainan's one-room branch schools grew into today's independent campuses.
甲中國小前身為民國42年(1953年)9月設立的賀建國小「甲中分班」,1954年擴編為分校,民國46年(1957年)8月獨立設校,1968年改稱甲中國民小學。由於招生不限固定學區、而是全市開放入學,該校被歸類為「自由學區」學校——是下營區數所源自鄰近農村母校分班、分校,最終獨立成校的小型國小之一,這種發展軌跡在台南鄉村地區相當典型。
