Jianguo Elementary School opened on February 1, 1991, when the Zhongxiao and Pantao neighborhoods and part of Shanxia li were split off from Toufen Elementary School's catchment area to relieve overcrowding. The new school reflected Toufen's rapid transformation from a Hakka market town into a fast-growing satellite city of the Hsinchu science-industry corridor. Jianguo has since been recognized in Taiwan's "Reading for Tomorrow" (明日閱讀) achievement program for its reading culture.
建國國小成立於1991年(民國80年)2月1日,當時因頭份國小學區過度擁擠,將忠孝、蟠桃里及山下里部分地區劃出獨立設校。新校的成立反映了頭份市從客家市集小鎮迅速轉型為新竹科學園區周邊衛星城市的發展軌跡。建國國小後來也因閱讀教育成效獲台灣「明日閱讀」計畫肯定。
