From experimental farmland to the city's largest school.
Jiabei Elementary opened its doors on November 3, 1978, on land that had formerly belonged to the Taiwan Provincial Agricultural Improvement Institute's experimental field, converted for school use in 1974. It began with just 10 classes in its first year. When Chiayi City became a provincial city in 1982, the school was renamed from "Chiayi County" to "Chiayi City" Jiabei Elementary — and by 1995 it had grown into the city's largest elementary school by enrollment.

The school's 1982 renaming — from "Chiayi County" to "Chiayi City" Jiabei Elementary — marked Chiayi City's own promotion to provincial-city status that year.
Serving Chiayi's growing north side.
The school's name — "Jia-bei" (嘉北), literally "Chiayi North" — reflects its role serving the growing northern part of the East District as the neighborhood urbanized through the late 1970s and 1980s. See the Chiayi City page for more on the region.
