The last third-tier outlying island school.
Huayu Elementary began in September 1948 as a branch of Wan'an Elementary School, and became fully independent in February 1952, taking its current name in 1968. Its first graduating class came in 1956, and the school added a kindergarten in 1994 and briefly ran a supplementary school program from 1997 to 2000. The school sits on Huayu Island, 18 nautical miles southwest of the Penghu main island and Taiwan's westernmost point — and it is now the only remaining "third-tier outlying island" (第三級離島) school left in the entire Penghu archipelago, a designation that reflects just how remote and isolated Huayu has become. In June 2025, the school's kindergarten made national news when its sole graduate that year won 24 awards alone at the graduation ceremony — since there was no one else to compete with — a small, poignant story that captured the severity of the island's depopulation.

Huayu, an extreme fishing outpost.
Huayu is Penghu's westernmost inhabited island, an extremely remote fishing outpost far from the county's main population centers. The school's continued existence — against a backdrop of a shrinking, aging fishing population — is itself a marker of the island's traditional Minnan fishing community, and its resilience in the face of near-vanishing enrollment. See the Penghu county page for more on the region.
