Huaxun Elementary's establishment was approved on May 31, 1991, with a founding principal appointed that August. First-phase construction was completed and inspected in July 1993, and the school's distinctive "Starry Sky Building" (星空樓) was finished in April 1994, in time for the school's first graduating class that June. 華勛國小於民國80年(1991年)5月31日獲准設校,同年8月任命創校校長。第一期校舍工程於民國82年(1993年)7月完工並驗收,深具特色的「星空樓」於民國83年(1994年)4月完工,同年6月迎來第一屆畢業生。學校秉持「健康、專業、盡心、溫馨、人文」五大願景辦學。校址位於榮民南路,地處中壢戰後軍眷聚落地理脈絡之中,與鄰近的龍岡、自立等地區相呼應。
