Hougang Elementary traces its roots to March 20, 1928, when it opened as "七股公學校後港分教場" under the Japanese colonial education system. It became an independent school, "後港公學校," in July 1935, and was renamed "後港國民學校" in 1941. After WWII it was retitled "臺南縣七股鄉第二國民學校" in 1946, then reverted to "後港國民學校" later that same year, with a campus relocation completed in 1947. The school historically served as the parent school for nearby Duga Elementary, which began as its branch campus in 1948.

後港國小源自昭和3年(1928年)3月20日設立的「七股公學校後港分教場」,屬日治時期公學校系統。昭和10年(1935年)7月獨立設校,定名「後港公學校」,昭和16年(1941年)更名為「後港國民學校」。戰後於民國35年(1946年)改稱「臺南縣七股鄉第二國民學校」,同年又改回「後港國民學校」,並於民國36年(1947年)完成校舍遷建。學校歷史上也是鄰近篤加國小的母校——篤加國小於1948年以其分校身分創立。
