Xincheng Elementary opened on April 1, 1926, during the Japanese colonial era, as "Karenkō-chō Xincheng Kōgakkō" (花蓮港廳新城公學校). It began with just two classes and an entirely Japanese teaching staff, and from the outset taught both Han Chinese and nearby Truku Indigenous children. The school has since celebrated a "century anniversary" (百年校慶) milestone and carries a designation as an indigenous-focus school, reflecting its long history of serving the township's mixed communities.
新城國小創立於日治時期的大正15年(1926年)4月1日,初名「花蓮港廳新城公學校」。創校之初僅有兩班,教師全為日籍,但從一開始便同時招收漢族與鄰近太魯閣族學童。學校曾舉辦「百年校慶」慶祝活動,並獲指定為原住民重點學校,反映其長期服務鄉內多元族群社區的歷史。
