Born from a refugee resettlement village.

Fuxing Elementary began in June 1956 as a branch of Mingchi Elementary, established inside the "Dachen Loyal Compatriots New Village" — a resettlement community built for refugees evacuated from the Dachen Islands off the China coast in 1955. It became an independent school on May 1, 1957. A later branch campus the school opened in 1964, known as its Sino-American branch, eventually merged with the Air Force dependents' school to become what is today Zhuqiang Elementary — linking Fuxing's history to another thread of Hualien's mid-century migration story.

復興國小於民國45年(1956年)6月以明恥國小分校名義成立,校址設於「大陳義胞新村」——這是為安置1955年自大陳島撤退來台的義胞所建立的社區。學校於民國46年(1957年)5月1日獨立設校。學校於1964年成立的中美分校,日後與空軍子弟學校合併,成為今日的鑄強國小——這條脈絡也連結了花蓮另一段20世紀中葉的移民歷史。
