清水國小創立於民國43年（1954年）8月，最初為雙文國小分校，民國45年（1956年）獨立設校，首任校長為吳茂林。學校是新竹縣規模最小的學校之一——截至民國111年（2022年）僅有5班、23名學生——並因將小型鄉村校園轉型為社區共融的「有機村」慢活示範案例，受到地方媒體關注。
