Haihu Elementary was founded in 1939, during the Japanese colonial era, as "Kengzi Public School, Haihu Teaching Site" — a satellite classroom of Kengzi (坑子) Public School rather than the more commonly cited Dazhu or Nankan branch-school lineages. It became independent as "Haihu National School" in 1944. The school today serves the Haihu area, near the Shangjiao and Waiseh hill country.
海湖國小創校於昭和14年（1939年）日治時期，初名「坑子公學校海湖分教場」，隸屬坑子公學校分教室系統，而非蘆竹區較常見的大竹或南崁分校體系。民國33年（1944年）獨立設校，定名「海湖國民學校」。學校現今服務海湖地區，鄰近山腳、外社丘陵地帶。
