Haidian Junior High's preparatory office was established in February 1993, initially housed at Yanping Junior High School, to relieve overcrowding at Anshun and Wenxian Junior High Schools amid Annan's rapid 1990s population growth. The project stalled for years due to high land acquisition costs, until Mayor Hsu Tien-tsai's administration accelerated the process from December 2001 onward. The school received a NT$2.7 million Ministry of Education design grant in February 2004 for new campus construction.
海佃國中籌備處於1993年（民國82年）2月成立，初期借用延平國中辦公，設立目的為紓解安順國中與文賢國中因安南區1990年代人口快速成長帶來的招生壓力。由於土地取得成本過高，計畫延宕多年，直到市長許添財任內自2001年12月起加速推動。學校於2004年2月獲教育部核發270萬元新校舍設計補助款。
