Gongcheng Elementary was founded September 23, 1946, as a private school for the children of Xinying Sugar Refinery employees, originally named 'Private Taisugar Xinying Sugar Refinery Employee's Children's School.' It was renamed several times before becoming a public county school in 1968 as 'Tainan County Gongcheng Elementary School.' A Japanese-era predecessor institution on a related site — the Xinying Advanced Elementary School, established 1920 for sugar-refinery employees' children — was destroyed by wartime bombing. The school recently opened a New Immigrants Learning Center serving the wider Xibei sub-region.
公誠國小創立於民國35年(1946年)9月23日,最初為新營糖廠員工子弟設立的私立學校,初名「私立台糖新營糖廠員工子弟學校」,歷經多次更名,民國57年(1968年)改制為公立學校,定名台南縣公誠國民小學。日治時期在相關校址上曾有一所前身機構——大正9年(1920年)設立、專供糖廠員工子弟就讀的新營尋常高等小學校,於戰爭期間遭轟炸摧毀。學校近期成立「新住民學習中心」,服務溪北地區的新住民。
