Gaorong Elementary began in 1946 as the Gaorong Branch of Ruipu Elementary, gaining independence in August 1953 as Gaorong Elementary School — a history now spanning more than 70 years. Together with Ruipu and Ruimei, Gaorong forms one of three sister "Rui-" schools in Yangmei's Puxin area, all tracing their roots back to founding school Ruipu Elementary as the local Hakka farming community grew and split its schools to keep pace.
高榮國小於民國35年(1946年)設立為瑞埔國小高榮分校;民國42年(1953年)8月奉准獨立設校為高榮國民小學,至今逾70年校史。與瑞埔、瑞梅國小同為楊梅埔心地區三所「瑞」字輩姊妹校之一,皆源自母校瑞埔國小,隨當地客庄聚落人口增長而逐步分校獨立辦學。
