Fuxing Elementary School officially opened in August 1995, though preparations began back in November 1991 under Lin Zhengzong, then-principal of Degao Elementary, who was appointed concurrent preparatory director. In March 1995, the preparatory directorship transferred to Zheng Yanhong, principal of Shenggong Elementary, after Lin sought early retirement. The school is located in the Huweiliao (虎尾寮) land-readjustment zone, adjacent to its sister school, Fuxing Junior High, which was established two decades earlier in 1974 — the elementary school followed the junior high into the same growing district a generation later.
復興國小於1995年（民國84年）8月正式開學，惟籌備工作早在1991年（民國80年）11月即已展開，由時任德高國小校長林正宗兼任籌備處主任。1995年3月因林校長申請提前退休，籌備處主任一職轉由聖功國小校長鄭燕紅接任。學校座落於虎尾寮土地重劃區，緊鄰1974年創校的姊妹校復興國中——國小晚了整整二十年才跟隨國中的腳步，落腳於同一片快速發展的區域。
