From near-closure to a bilingual success story.
Futian Elementary began in November 1962 as a branch campus of Xingang Elementary, becoming an independent school in August 1965. Like many small rural schools in the Liudui area, it faced steep enrollment decline, dropping to just 31 students at its lowest point. Rather than close, the school was transformed into a KIST (KIPP-inspired) public-commissioned experimental bilingual school in partnership with the Chengzhi Education Foundation. Under principal Lu Ting-yu and a foreign co-teacher, Veronica Magay, the school rebuilt around three pillars — Learning, Character, and International Perspective, summarized in its vision "富有心田" — and enrollment rebounded to about 120 students within two years, drawing families from across district lines.

A rural Hakka village facing down depopulation.
Futian Elementary is a rural school in Hakka-area Neipu Township — the "Hou Dui" (後堆, Rear Pile) of the Liudui confederation — whose turnaround from near-closure into a nationally cited bilingual-education success story illustrates the demographic pressures facing small Liudui-region farming villages, and one creative response to them. See the Pingtung county page for more on the region.
