Fushan Junior High School began planning in 1999 and formally opened in 2001. Its distinctive triangular building design was created to echo the silhouette of nearby Banping Mountain (半屏山), the flat-topped limestone landmark that dominates Zuoying's skyline and gives the school its name. Construction was delayed after the original contractor went bankrupt, and the campus was not fully completed until 2002.
福山國中自民國88年（1999年）開始籌備，民國90年（2001年）正式創校。校舍採三角形設計，呼應鄰近半屏山的山形輪廓——這座平頂石灰岩地標主宰著左營的天際線，也是校名的由來。由於原承包商倒閉，工程一度延宕，校園直到民國91年（2002年）才全部完工。
