Fucheng Elementary School was established on October 16, 1966, according to the school's own records, to meet the needs of the rapidly growing population in Fengshan's 五甲 (Wujia) area. It is worth noting that Fucheng Elementary is an entirely separate institution from the unrelated 高雄市立福誠高級中學 (Fucheng Senior High School), which was founded later, in 1993, in the same general area — the shared name is a frequent source of confusion.
