Fengyang Elementary School was founded on August 1, 2004, established specifically to relieve overcrowding at nearby Huashan Elementary School as Siaogang's population grew. Remarkably, the very ground the school stands on is reclaimed land — silt dredged from Kaohsiung's Second Harbor Entrance channel, part of the city's broader Nanxing (南星) land-reclamation zone.
鳳陽國小創立於民國93年(2004年)8月1日,設校目的是為了紓解隨小港區人口成長而日益擁擠的鄰校華山國小。值得一提的是,學校所在的校地本身即為填海造陸而成——由高雄第二港口航道疏濬所產生的淤泥填築而成,屬於高雄市「南星計畫」填海造陸區的一部分。
