A hillside school born from a mayor's education plan.
Dongxin Elementary was founded in 1954 under Keelung Mayor Xie Guan-yi, who designated Xinyi District as an education and culture zone and personally selected a hillside site for the new school. At the time, nearby Shen'ao Elementary was the only school serving the district, so Dongxin was created to meet growing local need. The school's first principal, Shang Damei, was appointed the same year. The campus sits on a scenic hillside, bordering Zhongzheng Park on one side and undeveloped mountain terrain on the other.
